Shira Liu is a Partner at BRS LLP.
Shira is an experienced litigator whose practice has focused on antitrust litigation for over a decade. Before deciding to focus on antitrust affirmative recovery actions, Shira spent more than a decade litigating antitrust cases at Boies Schiller Flexner and Crowell & Moring, where she represented corporations as plaintiffs, defendants, and third parties in antitrust cases in federal court and arbitration.
Shira represented Apple in its claims that Qualcomm abused its dominant position in modem chip and technology markets, SolarCity in antitrust claims against an unregulated utility, and an AI-based legal research startup bringing antitrust claims against Westlaw. Shira also has extensive experience litigating antitrust issues in the health care industry, including representing a PBM facing price-fixing claims, representing a health plan in antitrust claims involving out-of-network pricing, and representing a health plan in antitrust claims against a multistate single-specialty physician group. Shira was also a member of the trial team defending American Express in United States v. American Express.
Before law school, Shira studied economics and statistics and worked at Cornerstone Research, where she supported economists testifying in antitrust matters. Shira has brought this knowledge to her practice of law, working with experts to develop the analyses and testimony critical to successful antitrust litigation.
Shira has also maintained an active pro bono practice. At Boies Schiller Flexner, she was the lead counsel in a rare successful habeas petition bringing Miranda and ineffective assistance of counsel claims for a minor who was convicted of second-degree murder and sentenced to 40 years to life. After six years of litigation, his habeas petition was granted and her client was released from prison. Shira also was lead counsel in a successful asylum application, representing a survivor of Guatemala’s genocide of indigenous Mayans who was found non-credible by USCIS before he was represented. Shira led a merits hearing which included preparing her client, who suffered from severe PTSD and had no formal education, for direct and cross-examination, and introducing expert psychologic and psychiatric testimony to rebut the government’s credibility determination. At Crowell & Moring, Shira represented clients attacking the state of Georgia’s 2021 congressional and state legislative maps, leading a team through case strategy, motion to dismiss briefing, discovery, and trial preparation. For this work, Shira received Crowell & Moring’s 2022 George Bailey Public Service Award.
Shira is currently the Vice-Chair of the Antitrust and Unfair Competition Law Section of the California Lawyers Association. Previously, she was the Editor-in-Chief of California Antitrust and Unfair Competition Law, the primary treatise on California state antitrust law which is updated annually by practitioners.
